When the input variable FoodStampsValue is missing, keep in mind the following
implications for the Housing and Food Stamp simulations:
- FoodStampsValue is included as income when computing the housing expenses of
non-subsidized households, under the assumption that food stamp receipt frees up income
for housing expenses for low-income households. In the absence of FoodStampsValue, lower
housing expenses will be computed for some low-income households, which will in turn lower
the excess shelter expense deduction in TRIM3. To analyze the potential impact of this, and
see if any changes are warranted (such as allowing nonsubsidized households to spend a
higher percentage of income on rent in the Housing module) it would be a good idea to do a
run of housing and food stamps on the cy 2002 data in which food stamp value is not included
in income when imputing rent of nonsubsidized households.
- FoodStampsValue is also used in alignment table 5 (simply to show how much
food stamps is reported on the CPS). I don't think it is used for any other purpose. In
the absence of FoodStampsValue, we will need to ask a programmer to confirm that there is
no other use for FoodStampsValue. If FoodStampsValue is used in some other way (such as
in identifying reporter units) then we would need to see whether another variable--such
as HasFoodStampsRecipients--could be substituted.
